How do I change the front turn signal bulb in a 1998 Chevy Blazer?

Its my brothers car and I have no idea how to get down into where the bulb needs to be. The bulb is out completely in the front but blinks fast in the back.How do I change the front turn signal bulb in a 1998 Chevy Blazer?The rear one will blink at the right speed once you get the front one replaced.
